SUBJECT: Actuarial and Financial Services - RFP 08-P-1

The Illinois Auditor General’s Office is soliciting proposals from qualified firms to provide actuarial and financial services. Legislation is being considered that would give the Auditor General certain responsibilities to review information related to planned bond or note issuances that is submitted by the Chicago Transit Authority, the Board of Trustees of the Retirement Plan for Chicago Transit Authority Employees, and the Board of Trustees of the Retiree Health Care Trust. The legislation would require the Auditor General to issue reports to the General Assembly, the Legislative Audit Commission, the Governor, the Regional Transportation Authority and the Chicago Transit Authority. The reports are required to address whether certifications required by the legislation have been made and whether actuarial reports have been provided, whether the reports contain all required information, whether the assumptions underlying those reports are not unreasonable in the aggregate, and whether the reports appear to comply with all professional standards.

The Office of the Auditor General plans to procure contractual assistance from a vendor with experience in retirement plans, retiree health care plans, and actuarial reviews to review the documentation submitted by the above entities and to prepare the necessary reports.

This engagement is identified as RFP 08-P-1. The anticipated issuance date of the RFP is January 8, 2008. Proposals will be due in Springfield, Illinois by 3:30 p.m. on January 29, 2008. The expected award date is February 21, 2008.
